SYNERGIA project created a unique opportunity to enhance the competences in management of public-administration institutions among high-level officials.  A collection of best practices developed during training sessions for officials from Latvia, Bulgaria, Hungary and Poland became an inspiration for activities and promotion of the project results in the form of a publication: „The Synergy Effect. Mini-handbook Maxi-practice. Best practices in managing public-administration institutions” by Dagmir Długosz.

Who is the publication addressed to?  

The publication is intended for public administration officials, especially middle- and senior-level managers, but can be used to support administration researchers, consultants and educators conducting projects for public administration. The material contained therein covers all the most important areas of contemporary management in which the transfer of best management practices can and is worth using.

SYNERGIA - "Project management" training, within the implementation part of the 4th edition of the project

Training sessions on “Project Management” for the Mazovian Provincial Office were carried out for one of the winners of the competition for the best implementation project within the 4th edition of the SYNERGIA project. They were held on On 8,9,22,23 and 30 November, as well as on 1, 13 and 14 December 2023 t KSAP headquarters and online, on the MS TEAMS platform.

The purpose of the training was to support the development of the competencies of the employees of the Mazovian Provincial Office, in the area of effective project management, the use of effective project management techniques and team management skills. The trainings were part of the process of implementing an IT tool for project management at the MUW.

The following topics were covered in Project Management training:

  • basic terms related to project management;
  • basic approaches to project management;
  • requirements for excellent project management;
  • issues of process and project maturity of public institutions

During the course, participants not only learned the basics of the area under discussion, but also, working in groups, took part in a practical session on how to use a sample project management program.

Completion of SYNERGIA implementation in the National Fund for Environmental Protection and Water Management

On 30 October 2023, a meeting took place at the headquarters of the National Fund for Environmental Protection and Water Management (NFOŚiWG), which marked the completion of the implementation project under SYNERGIA. The meeting was attended by the employees,  trade union representatives and the Management Board Members of NFOŚiWG, as well as  SYNERGIA Project Leader, Anna Jaroń.

During the meting the management challenge implementation certificate was gratned on application of good practices within SYNERGIA project. The implementation, that took take place in May-October 2023, concerned the creation of an organizational culture of the National Fund for Environmental Protection and Water Management. As part of the application, three executive teams were established, which included nearly 60 employees of the National Fund.

As the result of the management challenge implementation the guidelines for the transformation of the organizational culture of the National Fund were developed and the principles of a new organizational cuture were implemented. The new organizational culture puts the customer (applicant, beneficiary) and the empolyee at the center and focuses on the creation of a modern institution understood as a safe employer that focuses on positive leadership and management by values, and at the same time respects and supports climate and environmental activities.

SYNERGIA – final session in the educational program!

The ninth and final training session of the fourth SYNERGIA edition  took place on 6 – 8 September  2023. The meeting was held at the headquarters of the National School of Public Administration (KSAP) in Warsaw and brought together representatives of public administration from Poland, Bulgaria, Latvia and Hungary, graduates of all editions and special guests.

Program

The ninth educational session of the 4th SYNERGIA edition analyzed the topic of organizational change using informal organizational networks that increase the effectiveness and pace of change implementation. Siloed, highly hierarchical organizations are far less able to cope with the challenges  of the modern world, are inflexible in their operations and inhibit the implementation of innovations.

The final peer-learning session was attended by participants of the 4th edition and alumni of previous SYNERGIA editions. The peer-learning session was therefore focused on summarizing good practices developed during training sessions from across all SYNERGIA editions as well as networking. Participants of the meeting  have also had the opportunity to get involved for the last time, in a lecture given by an international expert which was entitled: Crisis – will it ever end? Lessons from three international corporate crises affecting public institutions.

Closing ceremony of the 4th SYNERGIA edition

The last session in the 4th SYNERGIA edition ended with an official graduation ceremony. Throughout all four SYNERGIA editions we have 174 graduates of the training program, holding senior management positions in the public administration of Poland, Bulgaria, Latvia and Hungary!

What are we doing now in SYNERGIA implementation part?

The alumni of SYNERGIA education and cooperation program both 3rd and 4th edition of the project are now implementing projects in SYNERGIA implementation part:

  1. National Fund for Environmental Protection and Water Management (NFOŚ): Preparing for the transformation of organizational culture, towards a culture that positively influences the creation of an intelligent and agile organization that stably, effectively and efficiently supports ventures and initiatives that serve the environment and activities for the transformation towards a low-carbon economy.
  2. The Main Inspectorate of Agricultural and Food Quality (GIJHARS): Building a supportive work culture at IJHARS, through project management, with an appetite for evolutionary turquoise.
  3. Mazovian Voivodeship Office in Warsaw (MUW): Preparing assumptions for the implementation of an IT tool for project management at the Mazovian Voivodship Office.

Publication

By the end of 2023, a publication of “Mini-handbook. Maxi-practice.” will be prepared in two language versions: Polish and English.

The handbook is addressed to public administration officials, especially middle and senior managers. It can also serve as an aid to administration researchers and consultants, as well as educators who conduct projects for public administration.

The material covered therein covers all the most important areas of contemporary public management in which it is possible and worth using the transfer of good management practices analyzed during the training program in the project.

What next?

Project alumni form a unique international network of senior executives in public administration, exchanging experiences and knowledge. SYNERGIA Alumni Association has been established to support networking activities.

The project has gained recognition in the eyes of representatives of the Polish administration and enjoys a high reputation in the partner countries.

The initiative of KSAP and partners (LSPA, IPA, UPS) was also pointed out as a model project, by DG REFORM at the DISPA Directors’ Forum, in the context of the creation of the ComPAct initiative www.commission.europa.eu/index_en (a set of activities to support public administration of member states). The aim of the ComPAct initiative is to enable closer cooperation between public administrations of EU countries, and SYNERGIA project is intended  to set an example of how to build a development programme for senior managers accessible to officials of all EU countries.

The project is co-financed by the state budget and European funds under the Operational Program Knowledge Education Development 2014-2020, co-financed by the European Social Fund.
