SYNERGIA - 5th training session in Budapest, Hungary
On May 15-17, 2023 the fifth training session took place in Budapest, as part of the 4th edition of the Synergia project. The session was attended by representatives of public administration from Poland, Bulgaria, Latvia and Hungary. The co-organizer of the session was the project partner – the University of Public Service from Hungary (https://en.uni-nke.hu/).

Session opening
The opening of the session was attended by the rector of the University of Public Service, dr. Deli Gergely, who warmly welcomed the participants to Budapest and wished them fruitful work, emphasizing in his speech how important the development of professional competences of senior management officials is for the functioning of effective administration.
Program
The session program includes classes in the following thematic areas:
- communication management in public administration,
- institutional management,
- effective negotiations,
The session program was divided into two parts. The aim of the first one was to understand the principles and procedures of conflict resolution in the public sphere and crisis management, as well as the needs of public opinion in this respect. During the course, a lot of time was devoted to the analysis of the best practices of institutional communication in both public and private organizations. An important aspect of the training was also work on the development of interpersonal communication skills in order to deal with conflict and crisis situations through practical exercises including oral presentations for difficult audiences and the media. Participants of the training know how important internal communication is for their role as team leaders and how to develop a media strategy to gain public support for institutional projects.
In the second part of the program, Hungarian trainers, during workshops on leadership, together with the participants, thought about the next stages of professional development of a manager and the competences necessary at these stages, as well as actions and habits that should be left behind when moving to another level in the management structure of the institution.
Form of implementation
The session was organized in the form of a trip, classes were held from 8:30/9:00 a.m.
to 4:30/5:00 p.m.
SYNERGIA – Implementation workshops
On May 10, 2023, the first implementation workshops for participants of the 4th edition of the SYNERGIA project took place. The workshop was attended by representatives of public administration institutions from Poland, Bulgaria, Latvia and Hungary.

The purpose of the workshop
The aim of the implementation workshop was to analyze the possibilities of implementing new solutions in the field of institution management.
Schedule
During the workshops, representatives of the institutions had the opportunity to thoroughly analyze their ideas, discuss them with other participants and apply good SYNERGIA practices developed during trainings with foreign professors.
The culminating point of the workshop was the analysis of management challenges, carried out in groups of representatives of a given institution. When discussing the challenges, the Ishikawa diagram was used, which allows to set priorities and dependencies of individual tasks and activities in the implementation of challenges.
How to effectively implement good practices? We will come back to this topic during the next implementation sessions. Next one in June!
Form of implementation
The session was carried out online, on the MS TEAMS platform. Classes were held from 9:00 to 12:15.
Synergia - training session in Sofia, Bulgaria
On April 24-26, 2023, the third training session – off-site in Sofia, as part of the fourth edition of the Synergia project takes place. The session is attended by representatives of public administration from Poland, Bulgaria, Latvia and Hungary. The co-organizer of the session is the project partner – Institute of Public Administration from Bulgaria (IPA) https://www.ipa.government.bg/en

Program
The session program includes classes in the following thematic areas:
- digitization and innovation in the public sector,
- strategic management,
- risk management,
- cyber security.
The aim of the session is to better understand key issues regarding strategy, digitization strategies, transformation through technology and big tech, and mechanisms operating in regulated markets.
During the session, participants will focus on the issue of management by objectives, gain knowledge on how the management process is related to the strategy, and how decisions made by the top management in the organization serve to integrate many organizational units.
During the Bulgarian day, IPA trainers will present potential threats and ways to secure databases in the virtual world. There is also a surprise waiting for the participants – they will play the role of people who are responsible for cyber security in the organization. Their task will be to prepare an appropriate message for the society of a given country in connection with the incident of data leakage as a result of a hacker attack.

Stationary session in Bulgaria. Classes are held from 8:30 to 16:30
Competition for participation in the implementation part of the 3rd edition
The competition for participation in the implementation part of the 3rd edition of the SYNERGIA project has been resolved. The winner was the project of the The National Fund for Environmental Protection and Water Management, with the project entitled Preparation for the transformation of organizational culture, towards a culture positively influencing the creation of an intelligent and agile organization that stably, effectively and efficiently supports projects and initiatives that serve the environment and activities for transformation towards a low-emission economy.

Implementation
